The sad thing is that this event could be nothing but an accident, but in this new normal of government-inflamed fear, our biases immediately tilt to terrorism as more likely. However, according to the Chinese officials, such accidents are not uncommon in China and they make no mention of the difficulties they have had with extremists in a few provinces over the past few years.
