In light of this clear instruction in the Torah ..read what the [nearly 2,000 year LATER] Talmud is telling Jews how to deal with those who are ‘STRANGERS’ ..who are NOT Jews.

The Talmud had nothing to do with ‘changing’ it to mean ‘only Jews’.
The Torah is the basis of the Talmud, as hard as it may be to hear on Christian ears.
The Torah (Old Testament) is for Jews only, not Gentiles, and ESPECIALLY not Christians.
