Belarus did come under German admistration in the East.

Sabba -as far as I know Belaruss was never incorporated/made part of the German third Reich. It was controlled by a commissioner to implement the wishes of Hitler where millions were transferred/force-ably marched to Germany for forced labor . While individual units were made to help the German Army and German civil occupational forces the vast majority were transferred to Germany . There were of coarse a Belarusian Waffen SS division as was a Ukrainian version composed of those who hated Stalin when the Russians retook Belarus/ Ukraine you better believe that those “traitors ” to Russia were put to death
