Nothing I have not thought many times in the past. Do it once or twice and you can bet that would curtail rape, pedophilia, and a host of other perversions.
But heck, why make them pay for it? This is not China where they send the bill for the bullets to the family…. what do they do, make them take a paper route and save up for it? Or add it to their list of requirements for release?
