It’s quite likely that the CIA informed Bush of the possibility of an imminent attack by Bin Laden, to have a “record” of he “national security threat” posed by Bin Laden.
It’s also possible, although few would believe me, that even Bush, not the brightest graduate of Yale (with “a gentleman’s “C” and his family pull), even he, laughed his head off, and said to himself “I got no clue what they’re up to– and I mean to keep that way — but it has nothing to do with the dying man in a cave in Agfa…. Afag, Afgag, well, I know what I mean.”
There is a contingency plan already in place.
