WSJ – A blast Friday at a market in Philippine President Rodrigo Duterte’s hometown killed at least 14 people, and a spokesman from the Islamic State-linked militant group Abu Sayyaf told local radio that it claimed responsibility for the attack.
The president was in the southern city at the time of the blast, inaugurating a port. He called the explosion an act of terrorism and declared a state of “lawlessness,” which allows him to deploy the military to assist the police in restoring law and order.
