ISIS in Iraq is also a fabrication, but for a different reason.
The USA pulled most of its troops out of Iraq. How many troops and contractors remained doesn’t matter. The point is that the US public believed the war on Iraq to be over. But then the Sunni minority rose up in a bid to avoid extinction. They had been slaughtered and marginalized by the majority Shi’ites in Iraq, and now they fought back. Since they threaten the oil flow, the USA wants to finish the job of exterminating them. That means going back into Iraq.
To justify this return, the USA calls the Sunni insurgents “ISIS.” In this sense, “ISIS” is indeed a fabrication.
