Seeing as solid evidence has emerged (thanks to Hillary crooked Clinton’s server scandal) that he agreed to war with Bush a year earlier than is officially admitted;

He now has to (sort of) admit he is responsible for a smaller crime IE that he is possibly responsible for the rise of ISIS(tm) to try to cover up the bigger crime that it was all agreed in advance and bogus evidence was fabricated “the 45 minutes” dossier.
